Professional work for the Agency of Agriculture, Food and Markets’ assisting in the design and implementation of laboratory certification procedures and protocols in support of the cannabis quality control program within Vermont’s Hemp Program. This includes working with stakeholders establishing standards and expectations for

  • setting good laboratory, quality control and assurance practices, 
  • determining toxicological levels of contaminants in hemp crops, products, and infused products,
  • using applicable domestic and international standards, methods and accepted equipment, and
  • reporting requirements and procedures from certified laboratories.

The work includes conducting desk and on-site laboratory audits and interviews, concerning maintaining records, reporting results and protocols for exceedances.

The individual must be knowledgeable of the requirements of the National Environmental Laboratory Accreditation Program (NELAP), International Standards Organization (ISO/IEC 17025).

Examples of Work

Work takes place in the field, laboratory, and office settings. The position will assist in development of laboratory certification procedures and requirements including administration of the process of certifying laboratories, conducting inspections of laboratories, evaluating quality of services and compliance with and reviewing plans to remedy any violations of certification requirements. The individual will develop sampling and testing protocol for genetic testing of hemp; provide outreach on laboratory certification to potential users of the program; recommend certification or sanctioning of certified facilities; develop and maintain a database of all certified laboratories; monitor proficiency testing of laboratory personnel; and perform other duties as required.

Environmental Factors

Duties are performed in both standard office and laboratory settings. Considerable travel to laboratory sites will be required. Some work outside of normal working hours and out of state may be required. Substantial tact may be needed in overcoming resistance to new certification requirements.

Knowledge, Skills and Abilities
  • Extensive knowledge of laboratory functions and testing procedures related to chemistry (organic and inorganic) and microbiology.
  • Considerable knowledge of laboratory safety standards, procedures, and reporting elements.
  • Considerable knowledge of quality management systems.
  • Considerable knowledge of laboratory terminology, materials, instruments, equipment, procedures, and techniques.
  • General knowledge of the techniques required for the proper handling of hazardous materials.
  • General knowledge of administrative principles and practices.
  • Ability to audit and identify non-compliant laboratory practices.
  • Ability to establish and maintain effective working relationships with laboratory personnel and stakeholder.
  • Ability to conduct and thoroughly document investigations.
  • Ability to communicate effectively, both orally and in writing.
Minimum Qualifications

Bachelor's degree in a natural or physical science AND five (5) years as a chemist, microbiologist, or medical technologist in a public health, agricultural or clinical laboratory setting.

OR

Master’s degree in a natural or physical science AND three (3) years of experience as a chemist, microbiologist, or medical technologist in a public health, agricultural or clinical laboratory setting.
