Class Definition | Development, administrative, coordinating and monitoring work for the Department of Corrections at a professional level to oversee a statewide grant project to improve transitional vocational services and coordination for incarcerated individuals released to the community across twelve probation and parole sites. Position works closely with a broad range of local, regional, state and federal stakeholders. Duties are performed with independent judgement and professional expertise. Work is performed under the general supervision of the Program Services Director. All employees of the Agency of Human Services perform their respective functions adhering to the four key practices: customer service, holistic service, strength-based relationships and result orientation. |
Examples of Work | This position oversees all grant activities and ensures coordination between multiple demonstration sites. Develops and collaborates with a grant steering committee and a Stakeholder Cross Disciplinary Team to implement grant activities in alignment with VT Department of Corrections Vocational Strategic Plan. Coordinates and develops integrated transitional services with relevant stakeholders. Coordinates with stakeholders to identify data points for program evaluation and management purposes. May negotiate and administer grant/contract agreements. Oversees the the allocation of the grant budget. Completes timely grant reporting in consultation with the Program Services Director and Steering Committee. Convenes and facilitates key discussions and planning with agency and stakeholder leadership. Provides input on the design of any programmatic and training elements of the project. Oversees the development of work plans aligned to project timelines and staff capacity. Monitors the project to ensure that it is meeting stated goals and objectives. Supervises project subcontractors to deliver measurable, cost-effective results. Supervises Vermont correctional industry and related workforce readiness related courses. Other duties as assigned. |
Environmental Factors | Duties are performed primarily in a standard office setting but will include frequent interaction and observation within correctional facilities and probation and parole sites, including individuals currently incarcerated and/or under supervision. May include travel and observation of partner/contract execution of duties related to grant/contract agreement. Interaction with correctional staff, other state agency staff and partner representatives is expected. Frequent travel may be necessary for which private means of transportation should be available. Intermittent evening or weekend work may be required. |
Knowledge, Skills and Abilities | Working knowledge of grant administration and compliance monitoring. Considerable knowledge of the principles and practices of program management, including accounting and program evaluation. Awareness of computer applications to support program management and grant administration. Ability to prepare, present and interpret data and financial data. Knowledge and skills and project management. Ability to develop and negotiate contract agreements. Ability to communicate effectively orally and in writing. Knowledge of best and evidence-based practices related to criminal justice and vocational training/employment support. Critical, strategic and detail level thinking. Excellent communication skills and network development. Interpersonal professionalism. |
Minimum Qualifications | Bachelor’s degree in public health, administration services or or a related field, AND three (3) years’ experience leading teams and managing complex projects and reviewing the work of project participants. Or High School Diploma AND Six (6) or more years leading teams and managing complex projects and reviewing the work of project participants. |
