Class Definition

The ADS Communications Strategist is responsible for developing and implementing communication strategies with a focus on Information Technology.  Work is performed under the general direction of the Agency Chief of Staff (Principal Assistant) with significant latitude for independent initiative. The position works closely with IT leadership, managers, and subject matter experts to develop and deliver effective communication messages to internal and external stakeholders. The position produces a range of communication materials, including technical documentation, social media management, and other marketing collateral.  This position develops and oversees the ADS customer communication strategy by defining strategic customer-focused objectives and managing execution to improve customer satisfaction. This communication will address service delivery and result in business efficiencies, providing fast accurate response and resolution to issues, respectful and knowledgeable service, and clear, concise communication with State internal and external partners/stakeholders.

Examples of Work

Strategic Communication Planning:
•    Develop and implement communication plans and strategies for IT in the Executive Branch.
•    Establish guidelines and standards for IT-related communication materials, ensuring consistency in messaging and branding.
•    Collaborate with IT leadership and subject matter experts to develop key messages and talking points for internal and external audiences.
Internal Communication:
•    Write and edit a range of technical documentation.
•    Develop and maintain relationships with internal stakeholders to ensure effective communication.
•    Collaborate with IT leaders and subject matter experts to craft clear and concise messages that resonate with employees at all levels.
•    Develop and implement effective channels for sharing information, such as intranet portals, newsletters, and other internal communication tools.
•    Serve as a point of contact for IT-related communication inquiries and provide information to stakeholders.
External Communication
•    Develop and manage the Agency's website content to ensure accuracy and relevance.
•    Develop and manage external communication channels related to IT projects and initiatives.
•    Collaborate with Executive Branch Agency communication teams to ensure consistent messaging across all external communication channels.
•    Monitor IT-related media coverage and provide regular reports to IT leadership.

Change Management Communication:
•    Develop and implement communication plans for IT projects and initiatives, ensuring stakeholders are informed about the changes’ purpose, benefits, and impacts.
•    Create and deliver effective training materials and presentations to support change management efforts within the Agency.
•    Work closely with project managers and business leaders to address concerns, manage expectations, and foster a positive attitude toward change.
Crisis Communication:
•    Assist with crisis communication planning and response related to IT incidents, including cybersecurity, system failures, or other emergencies. 
•    Coordinate with cross-functional teams to ensure timely and accurate communication during critical incidents.
•    Provide guidance and support to IT staff in effectively managing communication during a crisis.

Environmental Factors

Duties are performed primarily in a standard office setting, with the ability to participate in ADS’s telework program. Some work outside of normal office hours may be required. 

Knowledge, Skills and Abilities

Strong writing and editing skills, with experience writing for different audiences and mediums.
Demonstrated ability to craft effective communication messages and strategies related to IT topics.
Experience managing technical documentation and user manuals.
Strong interpersonal skills and the ability to work collaboratively with IT leadership, program managers, and subject matter experts.
Experience responding to IT-related communication inquiries and serving as a point of contact.
Familiarity with crisis communication planning and response related to IT issues.
Knowledge of graphic design and desktop publishing programs, the principles of effective design, and state policies and guidelines related to the production of state outreach materials and the purchase of printing services.
Working knowledge of web management in a content management environment.
Ability to comprehend technical data and evaluate a variety of subject matter for varied audiences from the standpoint of reader interest, appropriateness, organization of materials and content, style, and English language usage.
Ability to creatively and effectively write, edit, and design press releases, media advisories, editorials, and other publications within specific timetables and deadlines.
Ability to speak effectively in public.

Minimum Qualifications

Bachelor’s degree in communications, Information Technology, or a related field and two (2) years of experience in communications, public relations, or journalism, preferably in an IT or technology environment.

OR

Five (5) years of experience in communications, public relations, or journalism, preferably in an IT or technology environment.
