Class Definition

Supervisory and administrative work involving the administration of all customer contact services performed by the Department of Motor Vehicles. Duties involve a variety of related functions including all programs and operations of the Department's branch offices, including the central office. Supervision is exercised over professional, technical and clerical employees. Work is performed under the general supervision of an administrative supervisor.

Examples of Work

Oversees and supervises all programs and operations of the branch offices throughout the state including the central office in Montpelier. Reviews forms and procedures affecting assigned sections. Evaluates work of subordinates for adherence to Departmental standards. Evaluates section needs relative to staffing, equipment, space, and budget; proposes necessary revisions or additions. May prepare section budget for review by supervisor. Assists in the design of materials to enhance user and public awareness of motor vehicle laws and regulations. Assists in the design of necessary section forms, procedures, check points, and evaluation standards. In conjunction with supervisor and subordinate unit leaders, establishes standards of production and measurement. Monitors work output in relation to such standards. Maintains necessary coordination with other sections of the total Department. Testifies in court when required. Prepares and revises manuals and instructional materials. Reviews reciprocity agreements with all states and provinces. Represents the Department at conferences, committees and meetings; prepares reports when required. Prepares special projects as assigned. Performs related duties as required.

Environmental Factors

Duties are performed mainly in an office setting. Stress may be involved when dealing with upset or irate citizens. Incumbents must be able to work under pressure from statutory deadlines for processing work. Some evening or overtime work may be required. Travel to all Motor Vehicle branch offices is required periodically.

Knowledge, Skills and Abilities

Considerable knowledge of Vermont and federal Motor Vehicle laws, rules and regulations.
Knowledge of the principles and practices of public administration.
Knowledge of the rules of evidence and court practices and procedures.
Knowledge of registration, tax, and title laws and procedures.
Knowledge of administrative and management practices and procedures.
Ability to understand, interpret, and explain statutory requirements, rules, regulations and procedures to the general public.
Ability to analyze problems and recommend solutions.
Ability to plan, assign, supervise, and evaluate the work of subordinates.
Ability to communicate effectively, orally and in writing.
Ability to work independently.
Ability to establish and maintain effective working relationships.
Ability to make decisions.
Ability to meet, communicate, and interact with the general public in stressful situations.

Minimum Qualifications

Bachelor's degree and four (4) years of experience at or above a senior clerical level, including experience with the implementation or interpretation of Motor Vehicle laws AND one (1) year of experience as a supervisor.
OR

Six (6) years of experience at or above a senior clerical level, including experience with the implementation or interpretation of Motor Vehicle laws AND one (1) year of experience as a supervisor.
