Class Definition | Managerial, supervisory and administrative work involving the administration of multiple sections within the Department of Motor Vehicles. Duties involve a variety of related operations functions and customer interaction. Supervision is exercised over professional, technical, and clerical employees. Work is performed under the general supervision of the Division Director. |
Examples of Work | Oversees and supervises all programs and operations for assigned sections. Plans staffing and resource needs, reviews production standards and workflow processes. Reviews forms and procedures affecting assigned sections. Evaluates work of subordinates for adherence to departmental standards. Evaluates section needs relative to staffing, equipment, and space; proposes necessary revisions or additions. Assists in preparing budget involving identification of section goals and resource needs. Assists in the design of materials to enhance user and public awareness of motor vehicle laws and regulations. Maintains necessary coordination with other sections of the total department. Interacts with the courts, law enforcement, federal officials, other government agencies and the general public. Testifies before legislative committees. May testify in court hearings as the departments "Custodian of the Records". Recommends statute changes as appropriate. Provides input on federal regulations associated with programs administered. Directs and participates in initiatives which are legislatively, federally, or administratively mandated. Reviews reciprocity agreements with all states and provinces. Represents the Department at conferences, committees and meetings. Prepares special projects as assigned. Performs related duties as required. |
Environmental Factors | Duties are primarily performed in an office setting. Stress may be encountered when dealing with upset or irate customers in person or over the phone. Incumbent must be able to work under pressure to meet tight deadlines. |
Knowledge, Skills and Abilities | Considerable knowledge of Vermont State Motor Vehicle Laws, Rules, and Regulations. Considerable knowledge of administrative and management practices and procedures. Ability to work independently and make effective and timely decisions. Ability to meet, communicate, and interact with the general public in stressful situations. Ability to manage concurrent but diverse assignments effectively, even in tight deadline situations. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | Bachelor's degree AND four (4) or more years of experience in the implementation or interpretation of motor vehicle laws INCLUDING one (1) year as a supervisor. |
