Class Definition

Supervisory, administrative and coordinating work involving the direction and evaluation of programs in the Governor's Highway Safety Office, for the Agency of Transportation. Duties involve administering related grant programs, educating the public, and arranging for education and enforcement activities. Supervision is exercised over a staff of subordinate positions. Duties are performed under the direction of an administrative supervisor.

Examples of Work

Administers the Highway Safety Program including supervising staff, allocating program funds, evaluating and monitoring program activities and budget monitoring and financial reporting. Conducts periodic in-house and field reviews of grantees including program evaluation and review of financial records to ensure compliance with federal regulations. Serves as liaison with federal, state, and local officials. Coordinates the Governor's Highway Safety Plan. Provides technical assistance to local and state organizations in the development of grant work plans and program budgets. reviews applications and makes funding decisions. Oversees the compilation and analysis of highway safety statistics. Coordinates with state and local law enforcement agencies, the State Health Lab and States Attorneys Office in promoting effective DWI enforcement including: training, equipment maintenance and calibration, and enforcement scheduling. Identifies available funding sources and pursues optional funding sources to supplement state and federal projects. Conducts a variety of public relations activities including coordinating major national activities. Participates in safety committees. Prepares a variety of reports and position papers. Performs related duties as required.

Environmental Factors

Duties are performed in both a standard office setting and in the field. Field work may involve roadblock programs requiring evening and weekend work.

Knowledge, Skills and Abilities

Considerable knowledge of program administration and planning.

Knowledge of bookkeeping and financial monitoring.

Knowledge of statistics and methods of analysis.

Awareness of laws and programs related to substance abuse and enforcement.

Ability to interpret and apply complex rules and regulations.

Ability to evaluate program effectiveness and recommend appropriate alternatives.

Ability to plan, design and implement appropriate program goals and methods to achieve them.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Ability to supervise.

Minimum Qualifications

Bachelor's degree or higher AND three (3) years at a technical or professional level in program administration, including two years in a supervisory capacity.

Associate's degree AND five (5) years at a technical or professional level in program administration, including two years in a supervisory capacity.

High school diploma AND seven (7) years at a technical or professional level in program administration, including two years in a supervisory capacity.

Special Note: A valid driver's license is required.
