Class Definition

Coordinating and supervising of the day-to-day activities of the Emergency Management and Homeland Security Division of the Department of Public Safety involving all areas of emergency operations and logistics. Supervision is exercised over professional and technical staff. Work is performed under the general direction of the Emergency Management Deputy Director. Extensive interaction with a variety of business, community, first responders and government officials is involved.

Examples of Work

Negotiates with federal and state officials to establish an annual scope of agreement on grants and programs. Oversees the functions of staff through review and technical assistance. Oversees the training activities of the Division. Assists district and local emergency management officials in developing training programs. Serves as source of emergency management information for local groups, mobile support units, and the media. Assists with the design and development of state emergency plans. Develops testing and evaluation methods to be used in determining appropriateness of state and local disaster preparedness plans. Ensures that division disaster records are maintained. Develops processes that utilize resources during disaster situations. Prepares and administers budgets to comply with statutory mandates. May serve as a supervisory duty officer. Performs related duties as required.

Environmental Factors

Normal office working conditions generally prevail with some required travel to various localities throughout the State for which private means of transportation must be available. Emergency management drills and actual emergencies require performance outside of normal duty hours. On-call status may be required during certain periods.

Knowledge, Skills and Abilities

Knowledge of administrative practices, and procedures, including grants and contracts.
Knowledge of the background and objectives of emergency management program.

Knowledge of communication equipment, hazardous materials, field operations, control and command for first responders.

Knowledge of ICS (Incident Command System) and NIMS (National Incident Management System).

Significant experience in the area of Personnel Management.
Awareness of the nature and effects of natural and man-made disasters.

Proficient in the use of presentation graphics, multi-media devices, and computer programs and software.
Ability to logically analyze problems, interpret data, determine alternatives and propose solutions.
Ability to communicate effectively.
Ability to maintain effective working relationships with a wide variety of individuals.

Minimum Qualifications

Bachelor's degree AND three (3) years experience at a professional level in program and policy planning, development, administration or evaluation, preferably in emergency management or emergency services, including or supplemented by one year of supervisory or management experience.

OR

High school diploma or equivalent AND seven (7) years experience at a professional level in program and policy planning, development, administration or evaluation, preferably in emergency management or emergency services, including or supplemented by one year of supervisory or management experience.
