The Chief Electrical Inspector chairs the Electrical Licensing Board, renders code interpretations, establishes inspection priorities, assists with code adoption, rulemaking and holds public hearings. Testifies at the State House as a subject matter expert, provides code enforcement, inspection, regulation, and plans review work for new and existing public buildings under rules adopted by the Electricians Licensing Board and the Vermont Fire & Building Safety Code for the Department of Public Safety. Work is normally performed with significant independence under the supervision of the Division of Fire Safety Regional Manager with input from the Deputy Director and Division Executive Director on policy, rulemaking and licensing.

Examples of Work

Provides complete inspection of all electrical installations in new or existing buildings and at construction sites, which generally includes any public or privately owned building or structure which is constructed, adapted, or used for any commercial, industrial, governmental, institutional, recreational, or charitable use, barring single residences or dwellings and related buildings. Approves such installations, collects fees, and issues certificates of compliance. Checks electrical repairs in existing structures, approving or rejecting the work. Investigates complaints of faulty installation. Examines the work of licensed electricians to determine their competence and compliance with the rules adopted by the Electrician's Licensing Board. Testifies in court or before the Board with respect to evidence of incompetence or criminal activity on the part of electricians and others. Prepares written Findings of Fact and Orders for the signature of the Commissioner directing compliance with various rules. Inspects lightning rod installations, fire detection equipment and other signaling equipment. Reviews blueprints and specifications of proposed buildings to determine compliance with the electrical code. Determines from the proposed or actual use of a particular structure to which portions of the electrical code apply. Responds to and investigates complaints of licensing, electrical and fire code violations. Prepares affidavits for prosecutors, collects facts and secures witnesses. Provides complete inspection of all electrical installations and elevator and lifting devices in new or existing buildings and at construction sites. Approves such installations and issues certificates of compliance, and approval letters. Observes the load testing and drop testing of elevator and lifting devices. Checks electrical repairs in existing structures, approving or rejecting the work. May inspect elevators and lifting devices for compliance for the handicapped regulations. Investigates complaints of faulty installations. Examines the work of licensed electricians to determine compliance with the rules adopted by the Electrician's Licensing Board and the requirements of the Safety Code for Elevators.

Chairs the Electrical Licensing Board, establishes training for the electrical inspectors, renders decisions on code interpretations, establishes inspection priorities, establishes licensing policies, and will testify as an expert on electrical related subject matter.

Environmental Factors

Duties are performed largely in a field setting involving a variety of construction and/or renovation sites. An incumbent may expect to encounter the total gamut of physical conditions found at such sites including exposure to potential danger. Considerable travel is involved for which private means of transportation must be available. The nature of the work may result in situations where strong and differing opinions will arise. Work outside of normal work schedule may be required.

Knowledge, Skills and Abilities

Considerable knowledge of the principles and theories of electricity.

Considerable knowledge of the procedures and practices involved in the installation of electrical wiring and electrical devices.

Considerable knowledge of the National Electrical Code.

Considerable knowledge of building, health, and safety codes enforcement by the state. Considerable knowledge of the Energy Codes and Standards.

Awareness and ability to research and evolve with new and emerging technologies such as hemp and cannabis cultivation, photovoltaic systems, energy storage and battery systems, electric vehicle charging stations, etc.

Working knowledge of fire detection and alarm equipment plus lightning rod installations. Ability to read, understand and interpret complex construction codes.

Ability to read and interpret blueprints, working plans and specifications.

Ability to establish effective working relationships with co-workers, electricians, building owners, and the public.

Ability to rapidly learn the American National Standard Safety Code for elevators. 

Ability to use standard electrical test equipment and to correctly evaluate the results. 

Ability to work to adverse conditions with limited supervision.

Minimum Qualifications

Vermont Master Electricians License AND two (2) or more years working as an Electrical Inspector.
