Class Definition | Coordinating and supervising of the day-to-day activities of key functions within the Vermont Crime Information Center (VCIC) at the Department of Public Safety involving all aspects of the National Crime Information Center (NCIC), National Incident Based Reporting System (NIBRS), and Computerized Criminal History (CCH) state and federal databases. Supervision is exercised over professional and technical staff. Work is performed under the general direction of the VCIC Director and extensive interaction with a variety of law enforcement, community, and other government officials is involved. |
Examples of Work | Responsible for planning, organizing, and assignment of related day-to-day operations within the Center. Coordinates with federal officials the necessary security audit and review of law enforcement agencies across the state. Directly manages assigned staff including all human resource requirements, including (but not limited to) performance review, individual work review, and technical development. Oversees training activities relating to the Criminal Justice Information Services (CJIS) security policy as determined by the Federal Bureau of Investigation (FBI) Advisory Policy Board (APB). Collaborates with law enforcement agencies statewide to develop training programs for both NCIC and NIBRS. Serves as primary point of contact for CJIS Security Policy (including policy and technical support) to all criminal justice agencies statewide. Oversees the design, use, and maintenance of the state CCH system including compliance with state and federal law. Develops testing and evaluation methods to be used in determining individual system user awareness of security protocol and appropriate use of restricted information system. Ensures that security training and security records are maintained and integrated into system platform to ensure access is individually validated. Serves as the federally appointed CJIS Information Security Officer (ISO) for Vermont and represents Vermont on national use of information boards (such as the National Crime Prevention and Privacy Compact). Responsible for budgetary oversight of system maintenance and contract management relating to above systems. Performs related duties as required including all Director level functions when delegated. |
Environmental Factors | Work is usually performed in a normal office setting. Incumbents must be able to concentrate on details and perform accurate work in the face of frequent interruptions. Human relations skills will be needed to deal with staff, criminal justice agencies and the general public. Pressure from work deadline is predictable as well as inherent liability issues due to the sensitivity and legal guidelines for the data. Infrequent work-related travel may be required. |

Minimum Qualifications | Bachelor's degree in criminal justice, criminology, or a related human service or technical field AND two (2) years or more of experience at a supervisory level in a criminal justice agency. OR Bachelor’s degree in criminal justice, criminology, or a related human service or technical field AND four (4) years at a professional level involving program administration, including the development, supervision or operation of automated systems or statistical analysis and reporting in a criminal justice agency. |
