Class Definition | Coordinating and supervising the day-to-day activities at the Vermont Intelligence Center (VIC) including all areas of criminal intelligence work. Supervision is exercised over sworn and civilian staff. The VIC has partners and customers at the federal, state and local levels. Extensive interaction and collaboration is a critical element. The VIC also interacts with a variety of businesses, communities and government officials. Work is performed under the direction of the Vermont Intelligence Center Director, a Vermont State Police Detective Lieutenant. |
Examples of Work | Plans, organizes, and assigns day-to-day operations of the Unit. Oversees the functions of staff through review and technical assistance. Maintains the record management system for the VIC and is the administrator for numerous federal and state databases used by the staff. Oversees the training planning of the unit. Provides leadership and oversight to analysts and partners assigned to the VIC. This entails providing relevant and specific analytical assistance in the areas of telephone toll analysis, link analysis, event analysis, and financial analysis. The Deputy Director will review and edit outgoing bulletins generated by the VIC. He/she will also review incoming bulletins, newsletters and journals from other agencies to be aware of trends regarding criminal activity and terrorism relevant to public safety in Vermont. Serves as or assigns staff to serve as the law enforcement liaison at local and regional information sharing meetings as a representative of the VIC. Responsible for hiring, training and management of a staff of Criminal Intelligence Analysts. Takes a leadership role in providing relevant trainings and public awareness messages to the law enforcement community and the public as it relates to criminal and terrorism activity. Assists the Director of the VIC with the annual assessment conducted by the Department of Homeland Security. Completes requirements to maintain compliance with CALEA. Perform related duties as required. |
Environmental Factors | Significant pressure from deadlines is present due to a high volume of requests from the various stakeholders. The expectation is the requests will be prioritized and handled in a timely manner. Additionally, the Deputy Director at times will be exposed to material that is extremely negative in nature. Duties are performed largely in an office environment but the person may be required to drive to crime scenes or training locations. Some work outside normal office hours may be required. Attendance at civic meetings, court hearings and seminars will be required. A high standard of personal and professional conduct is expected. |
Knowledge, Skills and Abilities | Proven leader, supervisor and effective communicator. Ability to work independently but foster a team environment. Ability to supervise and hold others accountable. Proven ability to work effectively under rigid time restraints. Ability to determine priorities among simultaneous requests and messages. Ability to be a decisive problem solver. Demonstrates strong understanding of computer operating systems. Mastery level of computer knowledge in various software programs such as MS Windows, Word, Excel, Access and other analytical software. Ability to communicate and build positive relationships with staff, partners and stakeholders. Ability to use group problem solving when appropriate but also confident enough to make singular decisions when quick action is needed. Mastery level knowledge of the intelligence process and how it can be applied in Vermont by the VIC, including the requirements, collection, processing, analysis and production, dissemination and feedback of intelligence. Knowledge of fusion centers and how they relate to public safety, homeland security and the intelligence community. Ability to maintain composure and make appropriate decisions when reacting to a variety of situations that may endanger law enforcement and/or the public. |
Minimum Qualifications | Bachelor’s degree or higher in criminal justice, emergency management, public administration, law enforcement, or related field AND three (3) or more years of experience with an agency or organization that is part of the Homeland Security Enterprise. |

Special Requirements | Candidates must pass any level of background investigation applicable to the position to include Security Clearance, finger-print supported Criminal Records, Motor Vehicle records, Personal History, Credit and any additional background check(s). Must pass a federal secret clearance to retain employment. This may take longer than the normal six (6) month probationary period but employment in this position may be terminated for failure to obtain a secret clearance. Employment in this position may also be terminated if the employee is not able to maintain a secret clearance. |
