Incumbents in this class will manage the state Public Assistance Program, supervise the work of the Public Assistance Officer and  Public Assistance Project Manager to research and apply applicable federal and state regulations and laws to the implementation of the state public assistance program, and support long-term Recovery Support Function Task Forces.
 

Examples of Work

Supervise the work of the Public Assistance Officer  and Public Assistance Project Manager.

Supervise the development and implementation of state policies, procedures and guidelines for the Public Assistance Program. This includes pre-incident technical assistance and training to local jurisdictions and regional planning commissions as well as support during an ongoing incident. Develop a cadre of qualified personnel that is able to supplement sustaining staff in Public Assistance in situations and incidents that exceed the capacity of the sustaining staff.

Be the Lead for maintaining and updating the Recovery Mission Area Plan and the Recovery Task Force Plans within the State Emergency Management Plan.  Support the State Recovery Officer in carrying out recovery efforts as articulated in the Recovery Mission Area Plan.

Work with the VEM Director and Deputy Director, the Planning Section   Chief and State Hazard Mitigation Officer to coordinate the consolidation of information supporting a request by the Governor for an Emergency or Major Disaster Declaration; represent the division on the State Hazard Mitigation Committee and coordinate with the Deputy Governor's Authorized Representative. Supervise the provision of technical assistance during and prior to incidents and pre-incident training to the local jurisdictions, Regional Planning Commission personnel and officials on Public Assistance and Long-Term Recovery issues.

Environmental Factors

Normal office working conditions generally prevail with some required travel to various localities throughout the State for which private means of transportation must be available. Emergency management drills and actual emergencies require performance outside of normal duty hours. On-call status may be required during certain periods.

Knowledge, Skills and Abilities

Knowledge of Federal FEMA Public Assistance programs.

Knowledge of administrative practices, and procedures, including grants and contracts.

Knowledge of the background and objectives of emergency management program.

Knowledge of communication equipment, hazardous materials, field operations, control and command for first responders.

Knowledge of ICS (Incident Command System) and NIMS (National Incident Management System).

Significant experience in the area of Personnel Management.

Awareness of the nature and effects of natural and man-made disasters.

Proficient in the use of presentation graphics, multi-media devices, and computer programs and software.

Ability to logically analyze problems, interpret data, determine alternatives and propose solutions.

Ability to communicate effectively.

Ability to maintain effective working relationships with a wide variety of individuals.

Minimum Qualifications

Six (6) or more years of experience involving emergency management, hazard mitigation, policy and/or program planning, or related field INCLUDING at least one (1) year or more of managerial, supervisory, or team lead experience.

Preferred Qualifications

Bachelor's degree or higher in emergency management, homeland security, public health, or related field.
