Class Definition

Managerial working involving state benefits and services offered to veterans as well as administrative, planning, and contractor oversight regarding cemetery operations. Duties primarily involve overseeing Office of Veterans Affairs programs and initiatives, such as the Vermont Veterans Memorial Cemetery, Needy Veterans Fund, veteran advocacy, veteran recognition, and casualty assistance to surviving family members. State of Vermont's expert on veteran matters. Work is performed under the supervision of the Deputy Adjutant General.

Examples of Work

Supervises the staff at the Office of Veterans Affairs. Assists in the development and execution of the Office of Veterans Affairs budget. Assists the administration, legislature, other state offices, and the veteran's community by providing information on veteran issues and policy. Represents the state of Vermont to the U.S. Department of Veterans Affairs in regard to veteran matters.  Oversees a records repository containing over 150,000 military discharge records. Oversees contract with the U.S. Department of Veterans Affairs to certify schools and training programs for use with federal veteran education benefits. Develops office operating procedures. Develops programs to inform Vermont veterans of the benefits and services they have earned through their service. Assists customers whose needs are not resolved by other staff members. Performs research and completes reports on veteran topics relevant to the state. Oversees implementation of National Cemetery Administration policy and procedure for operation and maintenance of a State Veterans Cemetery, including property and construction management.  Prepares requests for proposals for cemetery maintenance and repair, researches contractors and independent suppliers, receives and reviews bids, issues purchase orders.

Environmental Factors

Duties are generally performed in a standard office setting, but some field work will necessitate private means of transportation. Adversarial situations may be encountered for which tact and diplomacy are needed. Customers with mental health challenges may be encountered for which awareness of the situation, patience, and consideration for safety are necessary.

Knowledge, Skills and Abilities

Knowledge of administrative principles and practices, managerial principles, budgeting principles, government operating practices and procedures, and issues facing the veteran community.

Knowledge of all aspects of the safe, effective, and respectful operations of a cemetery.

Knowledge of construction management to supervise projects in the $1M range.

Ability to prepare requests for proposal for services, construction/repair work, contracting, and heavy equipment purchases. 

Ability to effectively supervise staff, to include training and evaluating.

Ability to interpret and apply laws, regulations, and policy of considerable complexity and apply them to real world situations.

Ability to communicate effectively, both orally and in writing.

Ability to use a computer, to include email, word processing, spreadsheets, databases, and the internet.

Ability to research and draw accurate conclusions.

Ability to establish and maintain effective working relationships with customers, professional service providers, and elected officials.

Minimum Qualifications

Four (4) years or more of business or program administration which includes experience with supervising employees and managing budgets AND at least one (1) year of experience managing construction or maintenance projects.
