Class Definition

Management of data and information technology program activities at a professional level for the Medicaid Reconciliation Team and tangential teams within the Health Access Eligibility and Enrollment Unit. Work involves determining short and long-term plans for the integration and implementation of new systems, and processes to support the online visualization of existing health care data resources. Work involves development of protocols and procedures that ensure the department uses procured and maintained data. Supervision is exercised over Medicaid Specialists. Work is performed under the general direction of the HAEEU Eligibility and Enrollment Data Director and the HAEEU Director of Operations with significant interaction with management level staff of other state agencies.

Examples of Work

Assists in maintaining compliance with departmental strategic data collection and management goals. Contributes to the development of operational plans for data management and visualizations. Supports the implementation of information management policies within the department. Collaborates with team members to facilitate data management activities within the organization.

Assist in the development of plans for integrating and maintaining major systems, database management software, and essential applications. Support the creation of a centralized data collection system to consolidate healthcare data from various sources. Collaborate in identifying issues and proposing corrective actions. Coordinate with other departments, divisions, state agencies, and government entities as needed. Participate in developing interfaces for custom data extraction and facilitate data transmission security via safe file transfer protocols. Act as a subject matter expert on Medicaid data.

Contribute to the collection and analysis of existing healthcare eligibility and enrollment data which leads to many internal and external inquiries. These inquiries include but are not limited to the following, trends, counts, workforce task lists, preventative and reactive strategy mitigation plans etc. Assist in generating accurate reports at predefined intervals and upon request. Collaborate on research, modeling, analysis, and project completion with internal and external partners. Support the development of secure electronic data transmission infrastructure. Assist in presenting results in interactive formats suitable for different audiences, including policymakers, leaders in state government, federal compliance officers (CMS), and DVHA leadership. Contribute to the design of new processes, metrics, and policies, and develop procedures to ensure data quality. Utilize statistical and data analysis tools and techniques to derive actionable insights. Assess the effectiveness and efficiency of Medicaid programs and initiatives. Ensure compliance with Medicaid regulations, reporting requirements, and data security standards. Implement data quality assurance processes to maintain accurate and reliable data. Be proficient in relevant data analysis tools (e.g., SQL, Excel, Tableau, Power BI) and data visualization software. Communicate findings and insights effectively to both technical and non-technical stakeholders.

Successful performance in this position hinges on the capacity to build effective relationships with both internal and external stakeholders. Internally, this involves collaborating with various entities within the State government, such as fellow members of HAEEU, contractors, and Vermonters. Externally, engagement extends to entities like CMS, IRS, and other agencies. Effective communication and relationship-building skills are essential for navigating interactions with these diverse stakeholders.

Considerable knowledge of the principles and practices of research, including the methods and procedures of statistical analysis.

Minimum Qualifications

Bachelor's degree in information technology field, public administration, business administration or data/statistic field or higher AND one (1) or more years of experience in data collection and processing, database management, statistical analysis, narrative reporting, or information system design work.

OR

Associate's degree in information technology field, public administration, business administration or data/statistic field AND three (3) or more years of experience in data collection and processing, database management, statistical analysis, narrative reporting, or information system design work.

OR

Four (4) years or more years of experience in data collection and processing, database management, statistical analysis, narrative reporting, or information system design work. 

Preferred Qualifications

Knowledge of reporting tools and data warehouse platforms (i.e Sigma, Tableau, Snowflake, OBIEE, Salesforce, AWS) 

Knowledge of SQL and SQL querying systems.

Experience with Microsoft Word Mail Merge

Six Sigma White Belt Certification

Six Sigma Green Belt Certification
