Class Definition

Administrative and technical work for the Department of Vermont Health Access (DVHA) responsible for the development of information resources required to support effective eligibility, enrollment, customer service, policy making, planning, and evaluation for approximately 200,000 Vermonters served by Medicaid and qualified health plans. Responsible for the delivery of accurate and timely operational reports to support the business functions of the unit. Serves as the lead for the DVHA Health Access Eligibility and Enrollment Unit's (HAEEU) reporting team. Work is performed under the general supervision of the Eligibility and Enrollment Data Director.

Examples of Work

Work with Eligibility and Enrollment Data Director to prioritize reporting team's work, and ensure successful delivery of accurate and timely reports. Assist functional leads in the articulation of report requirements to ensure that the data delivered meets the business need; Submit reports to federal partners at CMS, collaborate with DVHA data unit, communicate data needs to AHS data warehouse staff, facilitate DVHA-HAEEU business leads in articulating reporting requests. Oversee the development and monitoring of yearly coverage notices and corrections as required by the IRS. Coordinate development needs with technical resources at the Agency of Human Services to ensure proper maintenance of the data warehouse and to support the expansion of reporting capabilities as needed. Communicate with operational, escalated case, and reconciliation teams to identify performance trends and potential system issues. Communicate as necessary with Eligibility and Enrollment Data Director and members of HAEEU senior leadership to provide needed data on operational priorities, performance, and progress. Perform related duties as required.

Environmental Factors

Duties are performed primarily in a standard office setting. Private means of transportation must be available for occasional travel. Incumbent may need to work evenings or weekends hours.

Knowledge, Skills and Abilities

Considerable knowledge of the principles and practices of research, including the methods and procedures of statistical analysis.

Ability to analyze complex activities, relationships and situations, identify problems, draw logical conclusions, and develop and defend independent recommendations.

Demonstrated ability to prepare clear and accurate reports and to effectively present complex reports to a wide range of audiences.

Ability to work on multiple initiatives simultaneously while facing deadlines. Demonstrated leadership and mentoring skills.

Knowledge of health care, including health insurance, system infrastructure, programs, and policy at national, regional, and state levels.

Effective communication skills, including verbal, presentation, writing, listening, and interpreting.

Strong computer skills, including Microsoft Excel.

A high level of organizational skills and attention to detail.

Knowledge of the data warehouse framework as well as health insurance rules and policies, to be able to know when to escalate or verify potential issues.

Working knowledge of the operations, characteristics and capabilities of automated data processing equipment and computer applications, and peripheral equipment needed to manage information.

Demonstrated ability to establish cooperative relationships and deal effectively with others.

Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Two (2) years of experience in data collection and processing, database management, statistical analysis, narrative reporting, or information system design work.

Preferred Qualifications

Knowledge of Oracle Business Intelligence Enterprise Edition (OBIEE)

Knowledge of SQL and SQL querying systems.

Experience with Microsoft Word Mail Merge.
