Maintenance and supervisory work for the Agency of Transportation involving various maintenance duties or activities on roads, bridges, culverts, State airports, and related buildings and property in an assigned area within an Agency of Transportation District. Direct supervision of assigned employees and making of crew and work assignments. Also serves as a regular replacement for a Transportation General Maintenance Manager in their absence. Takes on district wide tasks as assigned, can take the lead on district wide purchases as well as work assignments. Incumbent plans and executes work, supervises work performance, oversees equipment care and maintenance, and garage operations. Certain incumbents may be responsible for bridge maintenance, sign and signal maintenance, line striping, rail trail maintenance, or other specialty functions within a district. Is trained in the incident command system, and emergency response, can lead crew in disaster relief and recovery. Is fully involved in the creating of the district budget. Work is performed under the supervision of a Transportation General Maintenance Manager.

Examples of Work

Assumes responsibility for maintenance and repair work in an assigned section of a transportation district, also my take the lead on a district wide projects such as ditching, salt brine, tree work, leveling and various other maintenance tasks. Supervises, plans, and assigns work crews in transportation maintenance activities such as guardrail and culvert installation, repairing bridges, sealing pavement cracks, paving, painting, patching potholes and surfaces, ditching operations, grading, bridge washing, sweeping, flagging traffic, mowing, repairing road shoulders, cleaning roadsides, cutting trees and brush, and cleaning drains. Is familiar with the requirements of the MS 4 environmental protection policies. Ensures proper safety practices are used during laboring activities when using hand and power equipment, or other equipment. Responsible to train employees in the proper use of fall protection, use of respirators, handling of hazardous materials, traffic control and signing, trenching and shoring, lifting devices, blood born pathogen awareness, and safe equipment operation. Serves as a mentor for others aspiring to better their career, may help in planning and executing state wide training programs. May also be tasked with assignments that will be statewide in nature, such as interview panels, statewide meetings, planning committees, speaking to legislature, and other such tasks. Supervises employees during winter maintenance activities, schedules employees to plow snow, ensures proper application of salt, deicing chemicals and sand usage, directs staff on new methodologies using chemical application in de-icing, and oversees stockpiling of winter materials. Plans, schedules, assigns work crews, and provides instruction for work to be performed for daily and on-going projects. Arranges for equipment and materials needed to perform work, coordinates with private contractors for equipment and materials for special needs. Coordinates delivery of materials to assigned area. Acts as a lead supervisor on special district wide projects, may also lead other supervisors on these efforts. Supervises routine maintenance and inspections on assigned and district wide equipment. Oversees work done by outside contractors. Inspects work in progress and upon completion. Monitors maintenance garages and yard for safety, cleanliness, and organization. May oversee more than one maintenance garage and geographic area. May oversee a specialty function like a sign crew or signal crew in addition to the maintenance garage. Tracks and keeps records of equipment and material usage, oil and fuel inventory, rental equipment, daily work activities, time reports, and accomplishment reports. Also responsible to aide in purchasing equipment and material for district needs, May be required to operate equipment in emergency situations, and take the lead of large or small work crews in disaster recovery. May recommend candidates for promotion, promotes teamwork, works with employees at all levels for employee development. Assists management in the investigations and discipline of employees accused of misconduct. May be asked to carry out investigations independently with the assistance of human resources. Keeps employees apprised of new and updated policies and procedures, provides training as necessary. Can act as the lead person in implementing and introducing new technologies and methodologies, such as AVL, Salt Brine, Asset Management and others, to the district. Makes recommendations to correct deficiencies. Performs computer operations, to include data entry into the Vermont Maintenance Activity Tracking System (VTMATS). Assists with district budget development and management. Acts as the transportation General Maintenance Manager in their absence, whether it be leave or unavailable due to other work assignments. Performs related work as required.

Environmental Factors

Duties require the ability to withstand exposure to extreme outdoor weather conditions. Incumbents are required to be available for considerable overtime during periods of heavy snowfall, or other emergency situations. Employees may be required to report to work outside of their work schedule and must be reachable by phone. Incumbent may have a higher level of traveling outside of their assigned work location due to the nature of this position. Employees must be able to use tools and lift materials commonly used in routine maintenance work. Normal dangers associated with work on or near heavy equipment, in high traffic areas, hazardous materials, and debris from roadside litter are present. May be exposed to blood and airborne pathogens. Hazards are always present when working on roads with moving traffic. Incumbents may be required to work in high places. Participation in a random drug and alcohol-testing program is required, may also have a higher level of involvement in scheduling random tests when filling in for their Transportation General Maintenance Manager. Overtime work is required, particularly during the winter months, and is considered a condition of employment.

Knowledge, Skills and Abilities

Considerable knowledge of the operation, use, and maintenance of equipment used in transportation maintenance activities and emergency and disaster response.

Ability to supervise work crews in the operation, maintenance of highway equipment and vehicles required to perform year-round maintenance duties. Ability to operate and maintain highway equipment and vehicles required to perform year-round maintenance duties.

Ability to plan maintenance activities in and/or out of assigned area over a multi-week period.

Ability to read plans, blueprints, and related technical data. Considerable knowledge of occupational hazards and safety precautions.

Knowledge of maintenance district/ statewide functions.

Ability and willingness to train as well as mentor others in the areas needed.

Ability to understand, communicate, and carry out oral and written instructions, and speak to large audiences.

Ability to keep accurate records of equipment and material usage, fuel oil inventory, time distribution, and other required reports.

Ability to work long hours in all types of climatic conditions.

Ability to make arithmetical calculations. Ability to establish and maintain effective working relationships, not only internally, but publicly too. Ability to deal appropriately with others.

Ability to communicate effectively, to the media and social media, as well as others.

Minimum Qualifications

High school diploma or equivalent AND five (5) or more years of highway maintenance or construction experience INCLUDING BOTH two (2) or more years of supervisory experience or as a crew leader AND one (1) season or more of operating a snowplow with a wing.

OR

Two (2) years as a Transportation Operations Technician II or higher.

Note: A Commercial Driver's License (CDL), with air brake endorsement, is required.
Note: An incumbent must live within reasonable proximity of assigned workstation.
