Class Definition | Managerial, developmental, and enforcement work for the Vermont Agency of Transportation involving the administration of federally mandated civil rights programs, including the Agency's Internal and External Equal Employment Opportunity Programs, Affirmative Action Programs, Contractor and Labor Compliance Programs, and outreach, recruitment and on-boarding programs. Duties include the development and updating of civil rights program plans, monitoring, tracking, and reporting workforce data and program compliance by the Agency and its contractors and sub-recipients, and conducting investigations, reviews, training, and inspections. Duties also include the development and coordination of VTrans Youth Programs, including the School-to-Work, Job Shadowing, and National Summer Transportation Institute (NSTI) Programs, and coordination of outreach, recruitment, marketing, public relations, and special events on an Agency-wide basis. Work is performed with significant independence under the general supervision of an administrative superior. |
Examples of Work | Performs overall administration of the Agency of Transportation's internal and external EEO and affirmative action programs with Agency employees, contractors in the transportation industry, educators, and community-based organizations. Responsibilities include management of the Agency’s internal Outreach, Recruitment, and On-Boarding Program, and the On-The-Job Training, Disadvantaged Business Enterprise, Small Business Program, School-To-Work, NSTI, External Equal Employment Opportunity (EEO), and Contractor and Labor Compliance programs. Administers and enforces Agency compliance monitoring of both internal and external EEO and Affirmative Action (AA) responsibilities. Develops and approves annual training programs and guidelines, goals, and objectives. Administers the DBE certification program according to criteria set by the United States Department of Transportation (USDOT). Gathers, analyzes and reports statistical data and other information as required by the Agency, USDOT and the US Department of Labor (USDOL). Manages consultant supportive services and training contracts and grants. Provides technical assistance, on-site training and business assistance to DBE and Small Business clients. Represents the Agency at pre-construction conferences. Conducts site visits and reviews with contractors to monitor compliance with federal laws and regulations pertaining to EEO and Davis-Bacon wage requirements. Conducts fact-finding investigations, resolves complaints, and imposes corrective action plans and sanctions as appropriate. Designs and implements school-to-work programs that encourage student interest in transportation careers. Manages the Agency’s participation in outreach, recruitment, marketing events, including job fairs and conferences. Provides support and assistance to VTrans Divisions and Sections on open recruitment initiatives, including but not limited to sitting on interview panels. Coordinates the production of print and electronic informational and promotional materials, including the website, brochures and newsletters. Develops and provides trainings in support of Civil Rights programs and initiatives. Performs related duties as required. |
Environmental Factors | Duties are performed primarily in a standard office setting. Considerable travel to district offices, work sites, and other field locations will be required, for which private means of transportation must be available. Strong differences of opinion may be encountered. Some work outside of normal office hours may be required. |
Knowledge, Skills and Abilities | Facilitates implementation of system-wide programs, policies and procedures to ensure compliance with applicable federal and state laws, regulations and policies governing EEO, AA, Davis-Bacon, and other transportation civil rights programs and requirements. Considerable knowledge of federal AA and EEO requirements. Considerable knowledge of existing job training programs for women and minorities working in non-traditional careers. Considerable knowledge of business practices normally associated with small business development for the transportation industry. Considerable knowledge of administrative principles and practices. Considerable knowledge of anti-discrimination laws in employment and related areas. Ability to conduct investigations, evaluate facts, and prepare clear, concise written reports and recommendations. Ability to elicit sensitive information from a variety of individuals through the interview process. Ability to read, interpret, and explain statutory requirements and regulations of considerable complexity. Ability to communicate effectively, both orally and in writing. Ability to analyze problems and recommend solutions. Ability to take a project from the conceptual design phase to completion. Strong computer proficiency, including word processing, spreadsheets, database, internet, e-mail, and presentation skills. Ability to develop outreach and marketing materials and resources, and technical assistance resources.

Minimum Qualifications | High School diploma or equivalent and four (4) years or more of experience involving small business development, Equal Employment Opportunity or Affirmative Action programs, administration of outreach programs, or in a human resources field. |
