Class Definition | Project management and oversight work involving the planning, design, and timely completion of the largest and most complex capital construction projects for the Department of Buildings and General Services. Position is responsible for the management of all phases of the projects assigned. This class is the fifth of six levels in the series and represents an increase in skills, independence, and responsibility over the previous level. Incumbents at this level work on a variety of large, complex and often high-profile capital projects for the Department of Buildings and General Services that include large and complex new construction projects, complex building-wide system replacements, and large-scale renovations to significant buildings. Work is performed under the direction of a Program Chief and Division Director. |
Examples of Work | Simultaneously manages numerous large and complex, often high-profile, ongoing projects. Responsible for all aspects of project communication, collaboration, and coordination. Responsible for the administration and management to advance projects from planning and programming through design and construction completion, commissioning, and the warranty period. Plans, maintains and adjusts project schedules. Ensures all necessary technical reviews, permit applications, code compliance, efficiency standards, legislative intent, department policy, and other requirements are met and carried out in a timely manner. Provides contract administration and management to procure and oversee planning, design, and construction services. Leads the resolution of any issues that occur during all phases of a project. Responsible for updating and maintaining department standards and participating on committees or boards. May represent the Department at public meetings, hearings, court actions, and discussions with public officials and other state agencies. Incumbents may perform limited design work or oversee consultant designers depending on the nature of the project. Performs related duties as required. |
Environmental Factors | Duties are performed in office and field settings, including operationally challenging facilities such as psychiatric care and correctional facilities, or the forensics and health laboratories. Attendance at public meetings as a representative of the Department may be required. Some public speaking may be necessary. Private means of transportation must be available for required travel. Duties may not always adhere to a standard daily or weekly schedule. Some exposure to adverse climate conditions and adversarial opinions is predictable. |
Knowledge, Skills and Abilities | Ability to prioritize and manage numerous large and complex projects. Advanced knowledge of building codes, construction materials and methods, energy efficiency principles. Advanced knowledge of the principles and practices of project design and management. Ability to read and understand building plans and specifications. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. Ability to operate common computer applications such as word processing, data processing, and presentation programs. Advanced knowledge of contracting processes for procuring services and construction administration. Advanced knowledge of creating and managing project schedules. Advanced knowledge of manipulating data in project management software. Advanced knowledge of creating accurate spending profiles and managing budgets. Extensive knowledge of supervisory principles and practices. |
Minimum Qualifications | Registration as a Professional Engineer or Architect AND two (2) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects. OR Bachelor’s degree in engineering, architecture, construction management, or related field AND six (6) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects. OR Associates degree in engineering, architecture, construction management, or related field AND eight (8) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects. OR High school diploma or equivalent AND ten (10) years or more of experience in engineering, architecture, construction management, or construction supervision on multi-disciplinary commercial or industrial projects INCLUDING at least two (2) year of or construction supervision on multi-disciplinary commercial or industrial projects. |
