Class Definition | Administrative, planning, maintenance and supervisory work in a geographic district including facilities at several locations. Facilities include buildings, grounds, and related support systems. Supervision is exercised over Supervisors, trade staff, skilled, semi-skilled employees. Incumbents in this class are expected to coordinate the execution of assignments with a significant level of independent judgment concerning oversight of work orders, general preventive maintenance and smaller scale construction projects. Duties are performed under the direction of the Director of Operations & Maintenance. |
Examples of Work | Corresponds directly with Secretaries, Commissioners, Directors, Managers, and Supervisors of various agencies daily to plan and coordinate BGS operations which could affect up to 2,000 state employees depending on the district’s location. Enforces safety regulations and requirements such as Safety Data Sheets, Personal Protective Equipment, and BGS training courses. Plans, lays out, assigns, inspects, and supervises the work of an assigned staff of employees who are responsible for grounds maintenance, sanitation, and general cleanliness, plus carpentry, electrical, painting, plumbing, masonry, or related repairs and comprehend what the employees are relating to them in the various fields. Understand and enforce licensing for trade staff and building code requirements. Contact and coordination with local and elected officials, State inspectors, Emergency/safety personnel (fire and police) vendors, and the public. May supervise building alterations and some new construction projects. Keeps records and submits reports and recommendations on needed repairs. Hires, trains, and evaluates maintenance employees. Interacts with Human Resources Division on personnel issues, contractual requirements, and labor relations activities as needed. Orders necessary supplies and equipment and may maintain a supply and equipment inventory. Obtains cost estimates for operational needs, expansion requirements and equipment replacement. Coordinates and inspects contracted work not requiring major engineering design to assure compliance with plans, specifications, and codes. Ensures that components of the State's energy and environmental conservation plans, and initiatives are being carried out, that energy efficient and environmentally friendly products are being used. Responsible for the operation of recycling programs. Recommends both short- and long-term maintenance plans and projects. Ensures that preventative maintenance plans are prepared and followed using the Workplace Integrated Management System (WIMS) software program. Provides assessments and recommendations during the budget planning process for their geographic district. Responsible for ensuring that staffing levels for all shifts are appropriately met. Responsible for managing staff expenditures such as overtime, training, mileage, and expense reports. Performs related work as required. |
Environmental Factors | Work is performed in both office and field settings, outdoors and inside buildings. Manual dexterity may be needed to operate equipment and use tools. Incumbents must be able to respond anytime when emergencies occur. Incumbents may be required to lift moderate to heavy weights. Travel to various locations may require private means of transportation. Work in all types of weather can be expected. Wastewater systems and confined spaces are common throughout each district and are hazardous (disease, ventilation, and entrapment issues) and the Facilities Manager must be able to access, evaluate, and assist in these areas. Entering areas immediately after flooding, fires, and other natural and man-made disasters are essential for evaluation. Correctional, Mental Health, and Lab Facilities include infectious disease, risk of assault, mental abuse, and cross contamination of evidence issues. |
Knowledge, Skills and Abilities | Thorough knowledge of the methods, materials, practices, and tools used in building and mechanical maintenance repair and delivery of custodial services. Ability to think clearly and make critical personnel and operational decisions under pressure, in emergency situations. Considerable knowledge of the various types of equipment used in the plant or institutional setting. Considerable knowledge of safety rules and methods of fire prevention, intruder prevention, and evacuation. High level of understanding state’s bargaining agreements and departmental policies and procedures. Advanced knowledge of regulatory (VOSHA) and other trade specific safety product related information. Considerable knowledge of the operation and maintenance of high-pressure steam and hot water heating plants. Considerable knowledge of computers and computer programs that are job related such as Office, WIMS, the DDC, ORACLE PeopleSoft, etc. Ability to prepare and implement maintenance programs. Ability to plan, assign, supervise and review the work of numerous subordinates in a variety of positions, with the knowledge of principals and practices of staff management. Ability to read and interpret complex blueprints and to work from specifications, rough sketches, and oral and written instructions of a complex and technical nature. Ability to perform arithmetic functions. Ability to communicate orally and in writing. Ability to establish and maintain effective work relationships. |
Minimum Qualifications | Bachelor's degree AND four (4) or more years in building or plant maintenance and repair work INCLUDING three (3) or more as a supervisor. OR Associate degree AND six (6) or more years in building or plant maintenance and repair work INCLUDING three (3) or more as a supervisor. OR High School diploma, trade school graduation or equivalent AND eight (8) or more years in building or plant maintenance and repair work INCLUDING three (3) or more as a supervisor. |
