Class Definition

Administrative, planning, maintenance and supervisory work in a geographic district including facilities at several locations. Facilities include buildings, grounds, and related support systems. Supervision is exercised over Plant Maintenance Supervisors, skilled, semi-skilled and unskilled employees. Duties are performed under the direction of an administrative superior.

Examples of Work

Plans, lays out, assigns, inspects and supervises the work of an assigned staff of employees who are responsible for grounds maintenance, sanitation, and general cleanliness, plus carpentry, electrical, painting, plumbing, masonry or related repairs. May supervise building alterations and some new construction projects.

Keeps records and submits reports and recommendations on needed repairs. Hires, trains and evaluates maintenance employees. Orders necessary supplies and equipment and may maintain a supply and equipment inventory. Obtains cost estimates for operational needs, expansion requirements and equipment replacement. Coordinates and inspects contracted work not requiring major engineering design to assure compliance with plans, specifications and codes. Recommends both short and long term maintenance plans and projects. Performs related work as required.

Environmental Factors

Work is performed in both office and field settings, outdoors and inside buildings. Manual dexterity may be needed to operate equipment and use tools. Incumbents must be able to respond anytime when emergencies occur. Incumbents may be required to lift moderate to heavy weights. Travel to various locations requires private means of transportation.

Knowledge, Skills and Abilities

 Thorough knowledge of the methods, materials, practices and tools used in building and mechanical maintenance and repair.

Considerable knowledge of the various types of equipment used in the plant or institutional setting.

Considerable knowledge of safety rules and methods of fire prevention and evacuation.

Considerable knowledge of the operation and maintenance of high pressure steam heating plants.

Ability to prepare and implement maintenance programs.

Ability to plan, assign, supervise and review the work of subordinates.

Ability to read and interpret complex blueprints and to work from specifications, rough sketches and oral and written instructions of a complex and technical nature.

Ability to perform arithmetic functions.

Ability to communicate orally and in writing.

Ability to establish and maintain effective work relationships.

Minimum Qualifications

Education: High school or trade school graduation or GED.

Experience: Eight years in building or plant maintenance and repair work, at least three years of which shall have involved supervision over maintenance staff.

Additional years of work experience may be substituted for high school graduation on a year for year basis.

Incumbents of this job are issued a Department of Defense Common Access Card (CAC), which is issued only upon passing a federal background check (Tier 1) including a fingerprint-supported criminal record check. Candidates must obtain the CAC for successful completion of original probation. Possession of the CAC is a condition of employment.
