Class Definition

This is the fourth level of five in the Information Technology (IT) Project Manager series. Incumbents perform professional project management for a department or agency of Vermont State Government. Duties involve professional oversight and management of technology and technology related projects. In collaboration with state agency project team leaders, project managers ensure projects are properly planned and implemented to meet the business purpose of the agency and/or project sponsor. Class incumbents may supervise one or more subordinates. Work is usually self-directed or performed under the general supervision of executive management. Incumbent may perform duties as a division director.

Examples of Work

Creates, executes, and reviews project work plans, including scope, schedule, and cost, and revises as appropriate. Identifies and coordinates assignment of resources and ensures resource plan is carried out consistent with overall project goals and schedule. .Project managers at this level monitor and control day to day operational aspects of one or more projects, and will also provide oversight of a project portfolio. Reviews deliverables prepared by vendor to ensure consistency with requirements and recommends acceptance or rework. Minimizes risk to State of Vermont and project sponsors through leadership of risk mitigation planning. Accomplishes document management, including version control, and creates project records. Accomplishes earned value management calculations and reporting by tracking team hours, progress in terms of scope, and expenses. Develop and administer project budgets. Prepare and present information to management or the legislature. Supervise and/or mentor junior staff for both project and career growth, and make staff development recommendations. Perform related duties as required.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Knowledge, Skills and Abilities

Considerable knowledge of budgeting and planning procedures as they relate to project management activities.

Considerable knowledge of project management principles and practices including work breakdown structure development.

Knowledge of Agile Project Management practices and methodologies.

Knowledge of project contract development and management.

Ability to manage projects with phased implementations, multiple business units, vendors, and consultants.

Considerable knowledge of business analysis methods and application of those methods.

Understanding of technology basics.

Strong oral and written communication skills as well as negotiation and conflict management abilities.

Ability to lead and work in a team environment.

Ability to establish and maintain effective working relationships.

Knowledge of meeting facilitation techniques.

Competent with office automation and tools.

Minimum Qualifications

Bachelor’s degree in business administration, Public Administration, Information Technology or a related field OR Certification as a Project Manager Professional (PMP) and Three (3) years or more of experience in the field of information technology where the primary role was project manager.
OR
Five (5) years or more of experience in the field of information technology where the primary role was project manager.

Preferred Qualifications

Master’s degree in business administration, public administration, information technology or project management.
