Prior Service Credit

Overview

A permanent status (having successfully completed original probation) classified employee may be eligible for Prior Service Credit towards leave accruals rates and Reduction-in-Force (RIF) seniority. Prior service credit for Service date adjustment (leave accruals) and RIF seniority is separate from Retirement credit – questions pertaining to Retirement service credit should be directed to the Retirement division of the Office of the State Treasurer at (802)828-2305.

Prior Service Credit Eligibility

Temporary Service Credit

A permanent status classified employee who, during the two-year period immediately prior to the most recent date of hire into the classified service, worked as a temporary employee for the State, may receive an adjusted hire date for purposes of prospective leave accrual, if they meet the contractual eligibility requirements. Eligible employees must have at least 1,000 hours of temporary service in the first year immediately preceding the most recent date of classified hire. If this test is met, employees with at least 1,000 hours of temporary service in the second year immediately preceding the most recent date of classified hire may also be eligible for credit. No more than two (2) years of additional service credit may be earned.

Classified Service Credit

A permanent status classified employee who returns to State service during the two-year period immediately prior to the most recent date of hire back into the classified service, may receive an adjusted hire date for purposes of prospective leave accrual and Seniority for Reduction in Force Rights(RIF), if they meet the contractual eligibility requirements.

Exempt Service Credit

An employee who has left the Exempt service and now is a permanent status classified employee may apply for prior service credit if (s)he returns or enters the classified State service within a two-year period. If found eligible, (s)he may receive an adjusted Service date for purposes of prospective leave accrual and Seniority for Reduction in Force Rights(RIF).

For temporary service credit, please remember to attach supporting documentation. Time reports are the most accurate form of verification, but pay stubs or other documents that clearly indicate the number of hours actually worked (and when) may be helpful. Work hours that cannot be verified will not be used in the calculation of an adjusted service date for leave accrual purposes.

Forms and inquiries should be directed to the DHR Field Operations Team assigned to support the Agency or Department.

After review by the applicable DHR Field Operations Team, the DHR Labor Relations Division is responsible for the processing of applications for Prior Service Credit.

Some Reminders:

The application must be signed by the Human Resources HR Representatives DHR Field Operations Team submitting the form.

The effective date of the change to Service Date for RIF and/or leave accruals will be either the date stamp signifying receipt by the DHR Field Operations Team assigned to support the Agency or Department or the first day of the pay period following successful completion of an original probationary period – whichever is later.  In the absence of a date stamp from the applicable DHR Field Operations Team, the effective date will be the date of receipt by the Department of Human Resources.
