Workforce and Succession Planning
In collaboration with the State’s Open Data site, DHR is building a robust workforce data dashboard that will provide key workforce statistics updated monthly (generally the last Friday of each month).

In 2013, DHR implemented the first annual statewide survey assessing employee engagement in an effort to address the goal of developing workforce excellence using meaningful performance targets and measures. This survey process allows us to measure how employees feel about their daily work and about the State of Vermont as an employer, and to establish goals for improved engagement.
While there are a number of ways to define employee engagement, simply stated it is the degree to which an individual is committed to an organization and the extent to which he/she works to fulfill and advance a stated mission. The survey addresses the engagement areas of:
The annual Workforce Report, as called for in 3 V.S.A. § 309 (a)(19), has been developed to provide data in order to better understand and therefore more effectively manage the workforce of the State of Vermont. Within the Workforce Report there are sections on:
- Workforce Characteristics - general descriptive statistics for the Executive Branch workforce.
- Workforce Trends - data for classified employees showing five-year trends in areas such as employment, turnover, age, length of service, retirement eligibility, compensation, diversity, and leave.
- Reports required by the General Assembly.
